Waheeda Rehman and Mammootty to be Chief Guests at the 40th International Film Festival of India

The versatile, yesteryears beauty Waheeda Rahman and Malayalam star Mammootty will be the Chief Guests at the Opening and Closing ceremonies, respectively, in the upcoming International Film Festival of India (IFFI) 2009 beginning at Goa on the 23rd of November 2009. The Union Minister of Information and Broadcasting Smt Ambika Soni will be present in the Opening Ceremony.
Well known actress Asin would be special guest for lighting the ceremonial lamp. Internationally renowned actor Kabir Bedi and well known artist Divya Dutta would be compeering the Opening Ceremony.

The International Section includes Cinema of World which would have 55 films from 45 countries. Another important component of Foreign Section would be retrospectives of well known Directors namely – Gurinder Chadha, Nonzee Nimabitur, Roland Reber, Joao Batista and Manoel De Olivera. The continent Focus is Latin America this time and Country Focus would be on Croatia; Italy; Poland; Estonia and France. Film India Worldwide is another attraction in the cinema of world section, which will showcase films made by Non-Resident Indians (NRIs) in collaboration with foreign filmmakers. There is also a section on Anti War Films. The International Jury comprises of prominent directors/actors/film critics from different part of the world namely: Mr. Joao batista de Andrade – Chairman; Mr. Vic Sarin – Canada; Mr. Ken’ichi Okubo – Japan; Mr. Jean-Michel Frodon – France and Ms. Sarika from India.

In addition, as part of Indian Panorama 26 feature films and 18 non-feature films would be screened. These includes films such as Shob Charitro Kalponik (Bengali), Kaminey (Hindi), Harishchandrachi Factory (Marathi), Ijjodu (Kannada), Pasanga (Tamil), Kutty Srank (Malayalam) and Haat The Weekly Bazaar (Rajasthani). The bouquet of non-feature films includes Bilal (Bengali), What If? (English), Superman of Malegaon (Hindi), Illisa Anagi Mahao (Manipuri) and Kelkkunnundo (Malayalam). The Indian Panorama would open with Paltadcho Manis (Dir: Laxmikant Shetganokar, Konkani) and Dot in for Motion (Dir: Anirban Datta, English).

The Tribute Section would offer homage to 13 film personalities who left us since IFFI 2008 namely – Nabendu Chatterjee, Prakash Mehra, Gulshan Bawra, Leela Naidu, Shakti Samanta, Feroz Khan, Murali, A.K. Lohitadas, Rajan P. Dev, Nilu Phule, Bhaskar Chandavarkar, R. Lakshman and Nagesh.

Under NFA Gold, films of Satyajit Ray, V. Shantaram and Debaki Kumar Bose which have won the Best Feature Film awards almost half a century ago would be screened.

The 75 years of Assamese Cinema is being celebrated by a special section featuring five films. Assamese film personalities Jahnu Barua, Gyanada Kakoti, Bidya Rao and Manju Bora would be present on the occasion.

For the first time, Malegaon industry of remakes gets an international platform with the screening of two of their films – Yeh Hai Malegaon Ka Superman and Gabbarbhai MBBS.

Under Golden Jubilee Retro section, the sterling contributions of film personalities who have completed 50 years in the industry would be saluted namely Asha Parekh, Sharmila Tagore and Saumitra Chatterjee. Kamal Hasan’s works will be showcased in Feb 2010 in Delhi.

Eminent Columnist and film writer Ms. Kishwar Desai would be delivering an audio visual lecture on Adaptation of Literature in Cinema by screening the film Teesri Kasam (Hindi).

The Indian Premier Section will showcase a selection of eight films during the 40th International Film Festival of India, Goa 2009. The films selected include “And Once Again” by Director Shri. Amol Palekar, “Red Alert: The War Within” by Director Shri. Ananth Mahadevan, “God Lives in the Himalayas” by Director Shri. Sanjay Srinivas, “Shahrukh Bola Khoobsoorat Hai” by Director Shri. Makran Deshpande, “Zagor “by Director Sangramsinh Gaikwad, “Vimukthti” by Director Sheshadri.

Hong Kong: Special traffic arrangements for Remembrance Day

Police will implement special traffic arrangements to facilitate a ceremony for the Remembrance Day to be held at the Cenotaph of Statue Square in Central on Sunday (November 8).

The special traffic arrangements to be implemented are as follows:

1. The following roads will be closed from 7am to mid-night:
(a) A section of Chater Road between Pedder Street and Jackson Road; and
(b) A section of Ice House Street between Des Voeux Road Central and Connaught Road Central.

2. The following roads will be closed from 9am to noon:
(a) A section of westbound Chater Road between Murray Road and Jackson Road;
(b) A section of eastbound Chater Road between Jackson Road and Club Street; and
(c) Jackson Road.

3. A section of westbound Connaught Road Central between Harcourt Road and Pedder Street will be closed to traffic during the two minutes silence at 11am.

4. During the above road closures, the following traffic diversion will be implemented:
(a) Vehicles on Lambeth Walk will be diverted via Murray Road, Queensway, Arsenal Street, Harcourt Road to westbound Connaught Road Central; and
(b) Vehicles on westbound Harcourt Road will be diverted via Cotton Tree flyover, Queens Road Central, Pedder Street to westbound Connaught Road Central.

5. Bus stops on westbound Connaught Road Central near the Cenotaph will be suspended from 10am to noon.

Hong Kong: Special traffic arrangements in Happy Valley

Police will implement special traffic arrangements in Happy Valley to facilitate Hong Kong Scout Rally to be held at the Hong Kong Stadium on Sunday (November 8).

The following special traffic arrangements will be put into effect by phases starting from 7.30am:

Phase I

(A) Traffic Diversion

1. A section of Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one way southbound; and
2. A section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one-way northbound.

(B) Road Closure

A section of Caroline Hill Road (both directions) between Cotton Path and the junction of Leighton Road and Pennington Street will be closed (except for vehicles to St. Pauls Hospital when the access from Tung Lo Wan Road is closed).

(C) Passenger alighting arrangements

1. The drop-off zone for coaches will be at the western kerbside of Caroline Hill Road outside South China Athletic Association (southern side).
2. The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road at the eastern side of the Stadium main entrance.
3. No private car is allowed to drop off outside the main entrance of the Stadium. The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road at the eastern side of the Stadium.

Phase II

(A) Traffic Diversion

1. Same as Phase I; and
2. Traffic cones will be laid on a section of Caroline Hill Road between Leighton Road and Link Road to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;
3. Traffic from Link Road downhill to Caroline Hill Road northbound must turn left to westbound Leighton Road;
4. A section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one-way eastbound;
5. Traffic cones will be laid on eastbound Hysan Avenue to facilitate two lanes of traffic to turn right into Hoi Ping Road;
6. Traffic on westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;
7. Vehicles leaving the Lee Garden must turn left to Hysan Avenue; and
8. Depending on traffic situation, a section of Lee Garden Road between Foo Ming Street and Lan Fong Road may be re-routed one-way northbound.Then vehicular traffic on Lan Fong Road must turn right into this section of re-routed Lee Garden Road, and being directed to Percival Street via Foo Ming Street.

(B) Road Closure

1. Same as Phase I; and
2. A section of westbound Hysan Avenue between Hoi Ping Road and Sunning Road will be closed.

(C) Passenger alighting arrangements

Same as Phase I.

Phase III

(A) Traffic Diversion

1. Same as Phase II; and
2. All vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of eastbound Leighton Road to Caroline Hill Road.

(B) Road Closure

Same as Phase II.

(C) Passenger alighting arrangements

Same as Phase II.

Departure Phase

Towards the end of the event, the following measures may be implemented at 12.05pm to facilitate the dispersal of the crowds:

1. Caroline Hill Road will be closed to all traffic. Before the crowd dispersal, vehicles may be permitted to exit South China Athletic Association car parks, ex-Electrical and Mechanical Services Department (EMSD) (western entrance/exit) and ex-Civil Aid Service Headquarters by turning right to northbound Caroline Hill Road. Vehicles may also be permitted to exit from ex-EMSD eastern entrance/exit by turning left to northbound Caroline Hill Road;

2. A section of Eastern Hospital Road between Caroline Hill Road and Cotton Path will be closed to all traffic. Before the crowd dispersal, vehicles may be permitted to exit buildings on this road by turning right to northbound Eastern Hospital Road;

3. Only coaches will be allowed to enter the Stadium proximity via southbound Caroline Hill Road for stacking purpose.The stacking area for these coaches will be same as the drop off zone.In addition, Eastern Hospital Road and Eastern Hospital Service Road near Buddhist Wong Fung Ling College will also be allowed as stacking zones;

4. Vehicles will be banned from entering Caroline Hill Road for Link Road at the junction of Leighton Road and Caroline Hill Road;

5. The whole Caroline Hill Road, and a section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road may be closed to vehicular traffic to facilitate the dispersal of very large crowds;

6. Where large crowds are expected, consideration may be given to closing the whole of Leighton Road. In such case, westbound traffic from Causeway Road will be directed to Irving Street. Eastbound traffic from Morrison Hill Road will be diverted via Canal Road West. Southbound traffic from Percival Street must turn right to westbound Leighton Road and southbound traffic from Canal Road East will be banned from turning left to Leighton Road;

7. Northbound Link Road downhill will be closed if necessary, except for vehicles heading for Link Road No. 1A, 3, 5 and 7; and

8. Hoi Ping Road may be closed.

Learner Drivers Prohibition (from 7am to 3pm)

(A) Learner drivers will be prohibited to use the following roads:

1. Leighton Road;
2. Hysan Avenue;
3. Percival Street south of Hennessy Road;
4. Caroline Hill Road;
5. Link Road;
6. Stadium Path;
7. Cotton Path;
8. Eastern Hospital Road; and
9. Eastern Hospital Service Road.

(B) Learner drivers will be prohibited to enter Tung Lo Wan Road from Causeway Road.

Suspension of parking spaces (from 7am to 3pm)

All on-street car parking spaces in the following roads will be suspended:

1. Stadium Path;
2. A section of Northbound Caroline Hill Road between Stadium Path and Cotton Path; and
3. Hoi Ping Road (including all disabled parking spaces).

Vehicles parked in carparks within the closed areas may not be permitted to leave the carparks during the road closure periods until the roads are re-opened for normal traffic. In addition, the carparks on Caroline Hill Road will be closed at short notice between noon and 3pm if necessary.

Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above might be towed without further notice.

Hong Kong: LCQ17: Retrofitting of noise barriers along the Tsing Yi section of Airport Railway

Following is a question by the Hon Lee Wing-tat and a written reply by the Secretary for the Environment, Mr Edward Yau, in the Legislative Council today (November 4):

Question:

On February 11 this year, I asked a question on the project of retrofitting noise barriers along the Tsing Yi section of the Airport Railway (the Tsing Yi section), and the Government replied that the project would be completed in the first half of this year.Yet, recently from time to time I still received complaints from residents about the noise generated by trains running along the said section.In this connection, will the Government inform this Council:

(a) whether it knows if the aforesaid project of retrofitting noise barriers has been completed; whether it has monitored the improvement in the noise level in the residential areas nearby; if it has, of the details;

(b) of the number of complaints received by the Environmental Protection Department (EPD) in the past six months about the noise generated by trains running along the said section and, among such complaints, the number of substantiated cases as well as the follow-up actions taken by EPD and the other relevant government departments; and

(c) whether it has discussed with the MTR Corporation Limited (MTRC) the consideration of retrofitting noise barriers along all the portions of the Tsing Yi section which are close to the residential areas; if it has, of the details; if not, the reasons for that?

Reply:

Mr President,

(a) The MTR Corporation Limited completed the retrofitting of noise barriers for the Tsing Yi section of the Airport Railway in March 2009.Following completion of the works, tests have been carried out by the MTRC have shown that the project can effectively reduce the noise generated by passing trains by 2 to 5 decibels.

(b) In the past 6 months, EPD received one complaint about noise generated by trains running along the Tsing Yi section.EPD staff took measurements at the complainants flat.The results showed that the noise generated by trains did not exceed the statutory limit.The EPD has informed the MTRC of the noise complaint.

(c) According to the information available to the EPD, noise generated by trains running along the Tsing Yi section did not exceed the statutory limit. Therefore the EPD has not discussed with the MTRC on retrofitting noise barriers at other locations along the Tsing Yi section.The EPD will continue to monitor the noise situation along this section.
