UN agency assisting Palestinian refugees marks six decades of work

National leaders and senior government ministers from around the world gathered at United Nations Headquarters in New York today to pay tribute to the efforts of the UN agency that has assisted Palestinian refugees across the Middle East for 60 years.

A series of public events are being held to mark the 60th anniversary of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), which was set up to provide humanitarian assistance in the wake of the 1948 Arab-Israeli war.

Karen AbuZayd, UNRWA’s Commissioner-General, said today’s high-level event offers “an occasion for reflection on why after 60 years of exile and dispossession, millions of Palestine refugees remain stateless.

“With increasing talk about an emerging peace deal, let us all recommit ourselves to finding a peaceful solution in which the tragic situation of the refugees will be resolved.”

The Agency currently provides education, health care, social services, microfinance, camp improvement and other forms of emergency aid to an estimated 4.6 million refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon and Syria.

Speaking at today’s high-level meeting, Secretary-General Ban Ki-moon said the Agency is “a lifeline and a beacon of hope,” as well as a powerful expression of the international community’s abiding concern about the Palestinian people and the question of Palestine.

Acknowledging UNRWA’s severe funding shortages, Mr. Ban appealed to all partners to do their part to ensure that the Agency’s invaluable work is placed – once and for all – on a firm financial foundation.

“The Agency’s work is too important for it to suffer budget crisis after budget crisis,” he added.

Last week Ms. AbuZayd warned that UNRWA may not be able to pay the salaries of its 29,000 staff through the end of this year because of a funding crisis. She urged UN Member States to donate more generously than ever to the Agency.

Most of UNRWA’s running costs go to staff salaries, the Commissioner-General said, and without an injection of nearly $17 million each month the Agency will not be able to guarantee salaries into 2010.

Ms. AbuZayd said she has written in the past week to every country that has ever donated to UNRWA to ask them to contribute “special pledges” given the current situation, and she hopes they will respond urgently.

In a newly released commemorative book, many world figures have paid tribute to the efforts of UNRWA, including Palestinian President Mahmoud Abbas, Jordan’s Queen Rania al Abdullah and United States Secretary of State Hillary Clinton.

Among today’s events was a ministerial-level breakfast held at UN Headquarters, at which a large banner was unveiled bearing the words, “Peace Starts Here.” An identical banner is currently displayed on the façade of the General Assembly building.

Addressing that gathering, Deputy Secretary-General Asha-Rose Migiro said that as UNRWA marks its 60th anniversary, one message should ring around the world – that the strife and conflict must end. She added, “We are eager for the day when the Palestinian refugee issue is finally settled. Then – and only then – can UNRWA’s staff complete their mission.”

Hong Kong: Shanghai Expo mascot Haibao moves to Sha Tin Park (with photo)

The Expo 2010 Shanghai China (Shanghai Expo) mascot Haibao is making a new home in Sha Tin Park.

Haibao has been making friends for the past six months at Victoria Park but has moved across the harbour in his quest to promote Shanghai Expo in Hong Kong.

Created from the Chinese character for people, Haibao moved yesterday to be in place for the 150-day countdown to Shanghai Expo today (December 2).

The Shanghai Expo mascot will remain at Sha Tin until May 31, 2010, before venturing back across the harbour to Hong Kong Park.

Haibaos city tour is an integral part of the Governments ongoing efforts to promote Hong Kongs participation in the Shanghai Expo.

Other publicity programmes coming up include a promotional booth at the Hong Kong Brands and Products Expo in Victoria Park from December 12, 2009 to January 4, 2010, which will include a Hong Kong at Shanghai Expo fun day on December 25, 2009.

To tie in with the 100-day countdown, a pre-Shanghai Expo forum will be staged in Hong Kong on January 21, 2010, under the theme Vertical Density, the Public Dimension: Dialogue between Hong Kong – Shanghai – New York. Policy makers, academics, professionals and Government officials from Shanghai, New York and Hong Kong will participate.

Purdue Orchestra concert packages Gershwin, Copland, Bernstein and Wagner

The free concert, which also features the Purdue Philharmonic Orchestra in works by Wagner and Bernstein, is set for 8 p.m. at the Long Center, 111 N. Sixth St., Lafayette.

drastically slashed prices will find this practice is no longer viable

account for nearly 25 % of all sales this season, as consumers look to

GOVERNOR PATERSON ANNOUNCES FAVORABLE LOAN RATES FOR THE NEW YORK HIGHER EDUCATION LOAN PROGRAM

For the spring term of the 2009-2010 academic year, NYHELPs will offer New York State students and their families the following fixed rates:

7.55% interest on loans where principal and interest payments begin when the loan is issued;
8.25% interest on loans where students pay only interest costs while in school and pay full principal and interest costs six months after graduation; and
8.75% interest on loans where both principal and interest payments are deferred until six months after graduation.
These rates could be further reduced by another 0.25% if the borrower opts to have their payments automatically debited.

“I’m proud that the interest rates for our NYHELPs student loans are among the lowest of any state program and rival those offered by long-standing programs,” Governor Paterson said. “This new program will help families struggling to pay for college and reinforce New York State’s leadership in helping our students.”

NYHELPs’ fixed-rate student loans are designed to fill the gap between college costs and available financial aid for New York students attending participating New York State colleges and universities. The program creates a unique public-private partnership with the State, the banking community and colleges to ease the burden of financing education for students and their families.

The program will be run jointly by the New York State Higher Education Services Corporation ( HESC ), which will administer the student loan program, and the State of New York Mortgage Agency ( SONYMA ), which will oversee financing of the program. The initial lenders for NYHELPs are M&T Bank, which is also serving as trustee for the program, and Pioneer Savings Bank, pending final contract approval.

Elsa Magee, HESC Executive Vice President and Acting President, said: “NYHELPs complements our State’s generous array of scholarships, grants and loan forgiveness programs – all of which help students achieve their dream of attending college. The program’s inaugural interest rates are considerably lower than the 12% to 17% that many students currently receive from private sector education loans.”

Priscilla Almodovar, SONYMA President and Chief Executive Officer, said: “SONYMA is proud to work with HESC to use our financing expertise to help New York students afford their college education. The low interest rates NYHELPs will offer demonstrate the sound financing behind this program, the receptivity of the program in the capital markets and the strong partnership between SONYMA and HESC.”

Students can apply for loans for the spring term of the 2009-2010 academic year starting mid-December, 2009, at the HESC student loan web portal located at its website: http://www.hesc.com. Loans up to $10,000 per academic year will be available for students who have exhausted all applicable Federal, State, institutional and private financing sources.

All borrowers will be required to complete a comprehensive Web-based financial literacy education program to teach them about making smart borrowing decisions prior to becoming eligible to receive a loan.

Governor Paterson proposed NYHELPs in his 2009-2010 Executive Budget and the Legislature passed it in April. State funding will support default reserve funds that will lower the cost of student fees. Participating colleges will also contribute fees to the reserve fund based on one percent of their loan volume in the program.

The program, which is being financed with tax-exempt bonds sold by SONYMA, is scheduled to provide up to $350 million a year in student loans. An initial bond issue of $97.795 million was sold earlier this month by SONYMA.
